Objective

As we witnessed social unrest caused by Fukushima Daiichi Nuclear Power Plant Accident in the wake of the Great East Japan Earthquake, we had to renew awareness regarding the confusion triggered by collided risk assessments. Against this backdrop, we make recommendations as to the measure to maintain undisturbed communication during a crisis and how to formulate it as a system
